Mr. Yoo and Mr. Ongpauco first crossed paths while working for a mid-sized construction firm in Guam and was reconnected by their passion for construction. As experienced professionals, they quickly realized they shared the same frustrations—too many companies were missing the mark of transparency, consistency, and genuine respect for workers and clients. Between late-night shifts and early morning coffees, they started tossing around ideas—not just about doing their current jobs better, but about building a whole new kind of construction company, one that puts integrity and strong values at the center of everything

After wrapping up a home renovation project together, they took a leap and made a bold decision—to merge their companies and create a new venture — founded on mutual trust, collaborative leadership, and a dedication to quality craftsmanship.

These days, with Ms. Yoo-Munoz and Mr. Panlasigui Jr. on board, Fine Builders Inc. has grown—and continues to create spaces that do more than just look good—they’re built to serve the people who need them.

  • President

    As a young child, she witnessed her father grow his business. With her support, the company was established to offer a broader range of construction services to the community. Ms. Yoo came with a strong background in sales and marketing, combined with her education in management, she understands client needs and ensures customer satisfaction while providing high quality standards of services.

  • Vice President

    Began with the deep passion for electronics, Mr. Yoo has more than 40 years of electrical experience in South Korea. He obtained his Master Electrician license in 1998 and has created his own company. Proficient in electrical projects, ranges from residential to heavy industrial construction. Mr. Yoo, closely monitors the construction process with in-depth oversight.


  • General Manager

    With more than 25 years of collective construction industry experience as a project manager, chief engineer, construction consultant and managing his very own company, Mr. Ongpauco has contributed to the overall management of field operations in Fine Builders Inc.


  • Senior Estimator & Mechanical Engineer

    Drawing on years of professional experience across multiple companies in Saudi Arabia and Qatar, Mr. Panlasigui Jr. brings a deep and well-rounded understanding of electromechanical systems across multiple industries. He was part of Pernix Guam, where he played a key role in supervising works at the P109 Hangar at Andersen Air Force Base (AAFB). He oversees the overall project estimation in Fine Builders Inc.
